Roving Finance Delegate

About the role

The Roving Finance Delegate will support the financial management, accountability and compliance of Netherlands Red Cross‑supported programmes in the Central African Republic and Mali. Working on the ground in Bangui and Bamako, the delegate ensures that programme resources are used efficiently, transparently and in line with NLRC policies, donor requirements and local regulations.

Key responsibilities

• Provide financial oversight and monitoring for all NLRC‑funded projects in CAR and Mali.
• Strengthen the capacity of partner National Society finance teams through training and hands‑on support.
• Ensure compliance with donor requirements, NLRC policies and applicable regulations.
• Prepare and review financial reports, budgets and forecasts.
• Liaise with Country Representatives, Project Delegates and headquarters finance managers.
• Support operational finance tasks, including cash management and procurement oversight.

Required profile

• Experience in financial management of humanitarian or development programmes.
• Familiarity with donor reporting and compliance standards.
• Ability to work in complex, insecure environments.
• Willingness to travel frequently between Bangui and Bamako.
