Head of Programmes – Mali

About the role

Welthungerhilfe is looking for a Head of Programmes to join its Mali country office in Bamako, starting in February 2027. Reporting to the Country Director, the role supports the development of the multiannual country programme and its implementation and monitoring, and represents Welthungerhilfe in the country. It combines programme development and resource mobilisation with accountability for technical coherence, programme quality and portfolio oversight.

Key responsibilities

• Shape the country programme's direction with the Country Director, drawing on community priorities, partner knowledge and programme evidence.
• Lead the development of a prioritised funding pipeline, from identifying opportunities and building relationships through to proposal development.
• Build sustained engagement with donors, institutional partners and potential consortium members, and develop partnerships with national and local organisations.
• Protect programme quality, promote learning and maintain accountability for technical coherence and the use of MEAL findings and community feedback.
• Develop a national pool of technical specialists and MEAL capacity, allocating support according to programme needs and complexity.
• Work with the Head of Operations and Head of Finance so that programme design and budgets reflect realistic delivery requirements.
• Develop colleagues through coaching, constructive feedback and meaningful delegation, and model accountability.

Required profile

• A university or college degree in a relevant field.
• Relevant regional experience in the Sahel region.
• Systems and programme thinking approach.
• Experience with donors such as ECHO, BMZ, GFFO and ideally KfW.
• 3-4 years of experience.

Required skills

• Very good proposal and report writing skills.
• Strong communication and writing skills in French and English.

The position is paid according to Salary Group 8, and there are good prospects for an extension. Applications close on 31 October 2026.
