Public Finance Management Consultant – 12‑month Remote

About the role

UNICEF is seeking a senior consultant to provide technical support to its Social Policy team in Somalia. The role focuses on advancing the Local Governance and Public Finance for Children (PF4C) agenda through analysis, capacity development, and strengthening budget transparency.

Key responsibilities

• Conduct district, state and national PF4C analyses.
• Support targeted capacity development of government counterparts.
• Strengthen budget transparency, citizen participation, social accountability and oversight mechanisms.
• Improve planning, allocation, execution and oversight of public resources for children, emphasizing equity and efficiency.
• Provide evidence‑informed advocacy to embed child‑centered priorities in public budgeting and policy.
• Engage with Federal Ministries, Parliament, District Authorities, and partners such as IBP and CABRI to promote transparent and accountable public financial management.

Required profile

• Master’s degree in economics, public finance, public policy, public administration or a related field.
• Minimum 7 years of progressive experience at national level in public financial management, budget analysis, expenditure tracking, fiscal policy, public sector reforms or local governance.

Required skills

• Strong knowledge of public financial management systems (budgeting, execution, reporting, internal controls).
• Expertise in fiscal decentralization and intergovernmental fiscal transfers.
• Proficiency in public expenditure analysis and budget analysis.
• Experience with budget execution and expenditure tracking.
