Junior Non‑Key Expert – Digital Connectivity Study for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II Digital Connectivity Study for Agriculture and Education. The assignment is based at the African Union Commission (AUC) premises in Addis Ababa, with the majority of work performed remotely.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education across all AU member states (Work Stream 1).
• Evaluate technical, economic and regulatory feasibility of affordable connectivity solutions for underserved areas (Work Stream 2).
• Review and develop sustainable financing and service‑delivery models, including pricing and discount‑rate methodologies (Work Stream 3).
• Design policy and implementation strategies to promote sustainable digital connectivity, defining stakeholder roles and aligning with AU and national frameworks (Work Stream 4).
• Produce regional and national connectivity profiles, benchmarked against international standards, and deliver final reports to the AU.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum three (3) years of experience in connectivity market development in developing or emerging contexts.
• Familiarity with African telecom environments and digital policy frameworks.
• Ability to work independently, remotely and travel to the AUC as needed.
