Finance Officer – Temporary (364 days) – Mogadishu

About the role

The Finance Officer will support UNICEF’s financial planning and management processes in Somalia. This temporary position (364 days) is responsible for ensuring accurate budgeting, fund allocation, and compliance with both UNICEF and Global Fund guidelines.

Key responsibilities

• Provide operational and technical assistance in the financial planning process for CPMP, preparing and analysing financial data and estimates.
• Assist in the preparation of budgets and plans for Global Fund grants, ensuring alignment with UNICEF and Global Fund budgeting guidelines.
• Review partner budget agreements before signing and allocate funds to Zonal Offices and partners according to approved master budgets.
• Monitor fund utilisation, assess budget expenditures for compliance, and prepare regular analysis and reports for senior management.
• Support program counterparts in reviewing implementing partners’ budgets and financial plans, ensuring adherence to the HACT framework.
• Prepare financial exception reports, investigate anomalies, and flag financial or reputational risks for timely action.

Required profile

• Experience in financial planning, budgeting, and fund allocation within an international or humanitarian context.
• Strong analytical skills to assess budget compliance and prepare management reports.
• Ability to work closely with program managers, finance specialists, and implementing partners.
• Knowledge of UNICEF and Global Fund financial guidelines is preferred.
