Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme. The role will focus on establishing robust MEL frameworks that drive evidence‑based decision‑making across a complex, multi‑partner environment.

Key responsibilities

• Design and operationalise the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Collect, consolidate and analyse evidence to assess impact and inform programme adjustments.
• Develop and maintain reporting mechanisms for donors and stakeholders.
• Provide technical guidance on results‑based management and learning processes.
• Support knowledge exchange and capacity building among partners.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and African contexts is a plus.
