Technical Senior Manager MNCH - Bamako

About the role

The Technical Senior Manager (TSM) supports the implementation and monitoring of evidence-based maternal, newborn and child health (MNCH) interventions in Mali under the AFGHS-IMA project, which focuses on fragile and conflict-affected areas. The role works closely with the Ministry of Health at national and sub-national levels, represents the project in external MNCH technical working groups, and is based in Bamako with frequent site visits. It is a regular fixed-term position reporting to the project director.

Key responsibilities

• Identify and manage MNCH approaches and activities, and coach colleagues and sub-recipients on best practices in technical delivery
• Track MNCH targets and deliverables, coordinate with project leadership on milestones, and provide input to budgeting and forecasting
• Ensure partner implementation meets quality, timing and standards, and contribute to technical documentation and capacity records
• Represent the project at cluster, sub-cluster and thematic working group meetings
• Contribute to data quality, monthly updates, quarterly and semi-annual reports, and MEL compliance
• Provide technical inputs to workplans, budgets, guidelines, training curricula, tools and reporting

Required profile

• Advanced degree (MD, MPH, MSc or equivalent) in medicine, nutrition, public health or a related field
• At least 7 years designing and implementing integrated MNCH services in Mali or comparable settings, including clinical experience
• Experience supporting USG-funded MNCH projects and working with the Ministry of Health, especially in Mali
• Knowledge of evidence-based interventions such as Essential Newborn Care, EmONC, Kangaroo Mother Care, IMNCI and iCCM
• Ability to travel to project sites in Mali and authorization to work in Mali

Required skills

• Strong knowledge of international development, MNCH and best practices
• Excellent communication in French; English and local language skills preferred
• Proficiency in Office 365 (Word, Excel, SharePoint, PowerPoint); Salesforce a plus
• Ability to lead technical delivery and present to technical and non-technical audiences
