People and Culture Manager

About the role

Plan International is seeking a People and Culture Manager to lead HR strategy and operations in its Bamako country office. The role will shape an inclusive, agile organisational culture and ensure high‑quality HR services across the employee lifecycle.

Key responsibilities

• Develop and implement country‑office HR strategic and operational plans aligned with Plan International’s global P&C strategy.
• Lead the full employee lifecycle, including recruitment, onboarding, payroll, performance management, talent development, and exit processes.
• Foster a culture of diversity, equity, inclusion and wellbeing, integrating staff care frameworks and employee relations practices.
• Provide data‑driven HR analytics to support strategic decisions and continuous improvement.
• Build HR capacity through competency assessments, learning and development, and succession planning.

Required profile

• Proven experience in senior HR leadership within international or humanitarian organisations.
• Strong knowledge of local labour laws and ability to ensure compliance with global HR policies.
• Demonstrated ability to influence senior leadership and drive change management.
• Excellent communication skills in English and ability to work collaboratively across multicultural teams.
