Head of Operations (Country Program)

About the role

Catholic Relief Services (CRS) Mali, based in Bamako, runs a portfolio of about $54 million and implements health, nutrition, emergency response, recovery and peacebuilding programmes across the country. As a member of the Country Program's Senior Management Team, the Head of Operations leads the operational functions of Finance, Human Resources, Supply Chain Management, Administration, ICT, Security and Audit, promoting prudent use of resources, compliance, risk prevention and continuous improvement.

Key responsibilities

• Contribute to strategic planning of operations capacity (systems, processes, staffing) and plan, coordinate and monitor day-to-day operations
• Oversee financial processes, GAAP compliance, donor rules and the use of finance and supply chain systems, and promote safeguarding
• Manage Health, Safety and Security, and lead the operational side of the Climate Action strategy
• Manage and supervise staff, coach direct reports, contribute to staffing plans and recruitment, and prepare annual and grant/project budgets with the Country Representative
• Ensure compliance with agency, donor and local requirements, act as lead contact for audit findings and create a learning environment

Required profile

• Bachelor's degree in International Development, Business Administration, Finance or a related field
• Minimum 5-8 years of management experience with at least 2 years supervising others; international NGO experience preferred
• Fluent spoken and written English and French
• Must be willing to travel

Required skills

• Oracle ERP or similar financial reporting software
• MS Office (Excel, Word, PowerPoint, Visio)
• Understanding of financial systems, budgeting and procurement
• Strong strategic, analytical and leadership skills
