Gender Landscape Analysis Consultant for WASH programmes in Puntland

About the role

The consultancy will lead a comprehensive gender landscape analysis of Water, Sanitation and Hygiene (WASH) programmes in the four focus districts of Dangorayo, Burtinle, Harfo and Galdogob, Puntland. Over a six‑month period the consultant will work on‑site with government, UN agencies, NGOs and community groups to identify gender‑related gaps, power dynamics and barriers to equitable WASH access.

Key responsibilities

• Apply UNICEF’s global gender WASH landscape assessment package to assess gender dynamics in the four districts.
• Analyse how gender norms, roles and inequalities affect WASH service delivery, management and sustainability, including in displacement‑affected contexts.
• Identify gaps in policies, systems and programmes related to gender equality and assess protection and GBV risks linked to WASH facilities.
• Engage a wide range of stakeholders – ministries, WASH actors, community leaders, women’s groups, youth, IDPs, persons with disabilities and institutional committees.
• Produce evidence‑based recommendations, practical tools and guidance to integrate gender equality across the WASH programme cycle.

Required profile

• National consultant with proven experience in gender analysis and the WASH sector.
• Familiarity with the Puntland context and ability to work in fragile or displacement‑affected environments.
• Strong analytical, reporting and stakeholder‑engagement skills.
