Deputy Representative Operations (P-5) – Fixed Term in Bamako

About the role

The Deputy Representative Operations will act as a strategic business partner to the Country Representative, leading the operations portfolio and ensuring effective delivery of UNICEF’s mission in Mali. This senior position provides oversight of administration, finance, digital impact, supply, and risk management functions.

Key responsibilities

• Support the Representative in managing the country office and act as Officer‑in‑Charge when required.
• Oversee all operations functions – administration, budget, finance, digital impact, supply, and risk management – ensuring compliance and efficiency.
• Promote staff development through career planning, stretch assignments, and succession planning.
• Represent the organization in senior management teams, bringing a risk‑aware and results‑based perspective.
• Identify business needs, anticipate challenges, and propose innovative, value‑for‑money solutions.
• Lead external and internal audit processes, address observations, and monitor implementation of recommendations.
• Guide supply and logistics strategies to meet programmatic requirements.

Required profile

• Extensive senior‑level experience in operations, finance, administration, or related fields within an international development context.
• Proven ability to lead multidisciplinary teams and drive change.
• Strong understanding of risk management, governance, and results‑based management.
• Excellent analytical, communication, and stakeholder‑engagement skills.
