Operations Specialist (Temporary, 10 months) – Baidoa, Somalia

About the role

UNICEF is seeking an Operations Specialist for a 10‑month fixed‑term contract in Baidoa, Somalia. The incumbent will support the Country Office’s operational functions, ensuring efficient, value‑for‑money delivery of services that enable programmes to reach children.

Key responsibilities

• Provide operational support across budget, financial management, reporting, facilities, administration, supply and logistics, ICT, human resources, and safety & security.
• Assist line management with staff career development and opportunities.
• Represent organisational risks, governance systems and policies as a member of the Country and Senior Management Teams.
• Analyse business needs, propose creative solutions, and contribute to CPD, CPMP, AMP and results‑based management using value‑for‑money criteria.
• Promote ICT management, information security and controls.
• Support procurement and logistics strategies, ensuring fit‑for‑purpose products and advisory support to governments and partners.
• Assist with external and internal audit reviews, respond to observations and monitor implementation of recommendations.
• Lead facility management with focus on inclusive accessibility, eco‑sustainability and common premises.
• Monitor GSSC‑processed business transactions for efficiency, risk management and fraud prevention.

Required profile

• Proven experience in operations support within humanitarian or development contexts.
• Strong analytical and problem‑solving abilities with a risk‑informed approach.
• Ability to work effectively with senior management and cross‑functional teams.
• Knowledge of UNICEF policies, results‑based management and value‑for‑money principles.
• Excellent communication skills and capacity to adapt to challenging operational environments.
