Deputy Representative Operations

About the role

The Deputy Representative Operations supports the Representative in leading UNICEF’s operational functions in Mali. Acting as the senior strategic business partner, the incumbent ensures efficient administration, finance, digital impact, supply chain and risk management to deliver results for children.

Key responsibilities

• Manage the office and act as Officer‑in‑Charge in the Representative’s absence.
• Oversee administration, budget, finance, digital impact, supply‑chain and risk‑management functions, ensuring compliance with UNICEF policies and safety standards.
• Promote staff development through career planning, stretch assignments and succession planning.
• Represent the risk and governance perspective in senior management discussions and champion results‑based management.
• Provide analysis and solutions to business challenges, supporting CPD, CPMP, AMP and value‑for‑money initiatives.
• Drive digital innovation and adoption of tools to improve programme delivery.
• Lead internal and external audit processes, address observations and monitor implementation of recommendations.
• Guide supply and logistics strategies to meet programme needs while ensuring value for money.

Required profile

• Extensive experience in senior operations management within an international development or UN context.
• Proven ability to lead multidisciplinary teams and manage complex budgets.
• Strong understanding of risk management, compliance and results‑based management.
• Excellent communication and stakeholder‑engagement skills.
• Capacity to act as a strategic advisor to senior leadership.
