Deputy Representative Operations

About the role

The Deputy Representative Operations supports the UNICEF Representative in leading the country office’s operational functions. This senior position ensures efficient management of administration, finance, procurement, digital impact and risk management to deliver results for children.

Key responsibilities

• Act as Officer‑in‑Charge in the Representative’s absence and provide strategic leadership for all operational areas.
• Oversee administration, budgeting, finance, digital impact, supply and logistics, ensuring compliance with UNICEF policies and safety standards.
• Promote staff development through career planning, stretch assignments and succession planning.
• Represent the organization on senior management teams, integrating risk and governance perspectives into decision‑making.
• Support Country Programme Documents (CPD), Country Programme Management Plans (CPMP) and Annual Management Plans (AMP) with results‑based management and value‑for‑money analysis.
• Drive innovation by leveraging digital tools and managing digital impact initiatives.
• Lead internal and external audit processes, address observations and monitor implementation of recommendations.
• Guide supply and logistics strategies to meet programmatic needs while ensuring value for money.

Required profile

• Extensive senior‑level experience in operations management within international development or humanitarian settings.
• Proven leadership of multidisciplinary teams and ability to act as senior representative.
• Strong analytical, risk‑management and governance expertise.
• In‑depth knowledge of UNICEF operational policies, financial rules and procurement standards.
• Excellent communication and stakeholder‑engagement skills.
