Deputy Representative Operations (Fixed‑Term)

About the role

The Deputy Representative Operations will act as the Strategic Business Partner to the Representative, leading UNICEF’s operations functions in Bamako. This senior position ensures effective administration, finance, digital impact, risk management and supply chain services to support programme delivery for children.

Key responsibilities

• Support the Representative in managing the country office and act as Officer‑in‑Charge when required.
• Oversee administration, budget, finance, digital impact, procurement and risk management to ensure compliance and efficiency.
• Promote staff development through career planning, stretch assignments and succession planning.
• Represent operational risk and governance perspectives in senior management discussions.
• Provide analysis and solutions that enhance value for money and quality assurance across programmes.
• Lead internal and external audit processes and monitor implementation of recommendations.
• Guide supply and logistics strategies to meet programme needs while ensuring cost‑effectiveness.

Required profile

• Extensive senior‑level experience in operations, administration or finance within an international development or humanitarian context.
• Proven ability to lead multidisciplinary teams and manage complex organisational risk.
• Strong understanding of results‑based management, value‑for‑money principles and digital impact tools.
• Excellent communication and stakeholder‑engagement skills.
