International Programme Management Consultant – Human Rights Phase III

About the role

UNICEF is seeking an experienced Programme Management Consultant to support the Joint Programme on Human Rights Phase III (JPHR‑3). The role is home‑based with periodic travel to Somalia and focuses on strengthening human‑rights and child‑protection outcomes.

Key responsibilities

• Lead programme management, coordination and governance activities.
• Oversee results management and implementation oversight.
• Conduct monitoring, evaluation, learning and reporting.
• Manage financial delivery, monitoring and accountability.
• Engage government, partners and donors effectively.
• Implement risk management, safeguarding and adaptive management.
• Ensure sustainability, transition and institutionalisation of programme results.

Required profile

• Advanced university degree (Master’s or equivalent) in human rights, law, international law, public policy, governance, international development or related field.
• Minimum 8 years of relevant experience in human rights, child protection, governance or rule of law.
• At least 6 years of programme management experience, preferably in Somalia.
• Proven experience coordinating multi‑stakeholder programmes with UN agencies, governments, civil society and donors.
• Fluency in English and Somali.

Required skills

• Strong knowledge of human‑rights‑based programming, child rights, gender equality and LNOB principles.
• Experience in results‑based management, work planning, budget tracking, risk management and donor reporting.
• Familiarity with UN joint programmes, pooled funds or SJF/MPTF‑funded programmes is an asset.
• Excellent drafting, analytical, coordination and communication abilities.
