Technical Consultant – Human Rights (JPHR‑3) – 12‑month contract

About the role

UNICEF is seeking an International Technical Consultant to support the Joint Programme on Human Rights Phase III (JPHR‑3) in Somalia. The 12‑month assignment, based in Mogadishu with remote work and travel, will strengthen child‑protection and human‑rights outcomes through expert advice and capacity‑building.

Key responsibilities

• Provide technical and operational support to the Somali National Independent Human Rights Commission.
• Deliver advice and assistance to federal and state institutions, civil‑society organisations and other stakeholders on human‑rights standards.
• Facilitate networking, partnership building and coordination among national and international actors.
• Conduct technical monitoring, quality assurance and generate evidence for JPHR‑3 results.

Required profile

• Advanced university degree (Master’s or equivalent) in human rights, law, international law, public policy, governance, international development or a related field.
• Minimum seven years of progressive experience in human‑rights work, including at least two years on projects promoting accountability and access to justice.
• At least three years of proven partnership‑building experience with Somali civil‑society organisations.
• Demonstrated ability to draft high‑quality human‑rights reports and to apply regional and UN human‑rights mechanisms.
• Fluency in English; Arabic is an asset.

Required skills

• Human‑rights monitoring, documentation and analysis (including OHCHR methodologies).
• Design, delivery and evaluation of capacity‑building and training programmes for national authorities.
• Technical assistance to national human‑rights institutions.
